x7trade Adds ICS2 Compliance for Rail to its Platform

Geopolitical disruptions have significantly impacted air, road and maritime deliveries to the EU. As a result, some operators are turning to rail for EU-bound logistics, a shift that brings new challenges around data readiness and regulatory compliance.

Why Rail ENS (F51 message) Is Gaining Importance 

“Rail is no longer outside pre-arrival compliance. Under ICS2, rail operators must meet the same data and timing standards as air, road and maritime transport, and x7trade makes that simple,” explains Anto Mätas, Chief Compliance Officer at x7trade.

Rail holds a strategic position in Eurasian trade corridors, particularly for e-commerce and time-sensitive goods moving between Asia and Europe. It offers a faster solution than ocean freight and is more cost-efficient than air. 

ICS2 Release 3 made it mandatory for rail shipments to have pre-arrival data submitted before goods reach the EU. This is a clear change: customs risk analysis is performed earlier in the logistics process, rather than at the border.

It means one thing for businesses: data must be ready sooner, and it must be accurate. 

What F51 Means in Practice

F51 is the ENS message type used for rail transport, with EU Member States rolling it out between 2025 and 2026, depending on deployment windows and granted timelines. 

Like any other ICS2 filings, it supports:

• Risk assessment before arrival

• Better visibility into goods coming into the EU

• Alignment with security and safety requirements
