Under ICS2

Under ICS2, the Entry Summary Declaration (ENS) is filed before goods are loaded for transport to the EU or arrive in the EU. Different transport modes and supply-chain roles require different ENS filing types. x7trade supports the house-level ENS filing workflows applicable to air, road and rail.

Air

ICS2 Release 2. Air carriers, express and postal operators have filed pre-loading and pre-arrival ENS since 2023.

Road and rail

ICS2 Release 3. The transition completed on 1 September 2025 for road and rail carriers across the EU.

Fully operational

ENS requirements are now in effect across all transport modes supported by x7trade. Goods entering by air, road or rail without a valid ENS risk being held or refused at the EU border.

ICS2 ENS Filing FAQ

ICS2 ENS filing is the submission of advance safety and security data to the EU's Import Control System 2 (ICS2) for goods entering the EU from non-EU (third) countries. Customs authorities use this information for pre-arrival safety and security risk analysis.

Responsibility depends on the transport mode, filing arrangement and the party holding the required data. In air multiple filing, for example, the carrier provides the required master-level data while the house filer submits the required house-level data.
