The European Union’s Import Control System 2 (ICS2) is undergoing an important update. Following the deployment of ICS2 software release 3.1.0.0 on 19 July 2025, the new version (v3) of ICS2 messages will become mandatory on 3 February 2026, while the previous version (v2) will be fully decommissioned.

Why Logistic Operators Need to Pay Attention

For e-commerce shipments entering the EU, ICS2 compliance is essential. All carriers, freight forwarders and logistics operators must submit an Entry Summary Declaration (ENS) before the goods arrive in the EU.

Under ICS2 v3, different message types will be used depending on the shipment scenario and available data. After 3 February 2026, v2 messages will no longer be accepted, and any amendments to filings submitted using the old version will require invalidating the previous submission and resubmitting it using v3 messages.

Impact on E-Commerce Operations

For e-commerce operators, failing to implement ICS2 v3 can have serious consequences:

  • Shipments could be held or delayed.

  • Customer delivery promises may be missed, affecting satisfaction and reputation.

  • Operational inefficiencies can arise if logistics systems are not compatible with v3.

The complexity of ENS filings, combined with strict timing requirements, makes it essential for e-commerce businesses to update software systems, train staff and coordinate with partners well in advance.

Preparing for the Transition

To stay compliant:

  1. Upgrade systems to support v3 messages.

  2. Test ENS filings using v3 before the cut-off date.

  3. Communicate with logistics partners to ensure everyone submits using the new format.

  4. Invalidate and resubmit any necessary amendments in v3 after 3 February 2026.

ICS2 version 3 is more than just a technical update, it represents a new standard for customs security and pre-arrival compliance across all goods entering the EU. Implementing the new message version early helps ensure that e-commerce shipments move smoothly across borders, reducing the risk of delays, rejections and operational disruption.

A Smarter Approach to ENS Filing

As ENS requirements become more detailed and time-sensitive, many companies are moving away from manual processes toward automated filing solutions. Platforms like x7trade automate Entry Summary Declaration (ENS) submissions, helping ensure that pre-arrival data is submitted accurately, consistently and on time.

Automation can significantly reduce manual effort, minimize errors and provide better visibility over customs filings, allowing logistics and compliance teams to focus on core operations.
